Jammu Kashmir Pollution Control Board is a statutory body established under the Jammu and Kashmir Environment Protection Act, 1976. It has been designated as an authority for protecting the environment of the state. The board was created with the aim to safeguard the health of the public at large and ensure proper disposal of solid waste generated in the state. Board is also responsible for providing technical assistance to all agencies that are working in the field of environmental protection.

The board has been given its own statute under which it carries out its functions under various sections. Board is responsible for maintaining environmental standards in various industries, factories and mines situated within or outside the state. It also monitors compliance with all environmental laws by all concerned authorities including industrialists, mining companies, municipalities etc., as well as by industries themselves.

Jammu and Kashmir Pollution Control Board conducts regular inspections, audits and analyses on various aspects pertaining to environmental management like air pollution control, water pollution control, solid waste management etc.,

Documents required for Jammu Kashmir Pollution Control Board

  1. NOC application
  2. Site plan and the details of forest, human settlement, road, railway etc. within the radius of 2.0 Km. 
  3. Plant layout plan, showing stack, drains, green-belts, solid waste-disposal space and details of pollution control space etc. 
  4. Registration of Industries department/J&K Govt./Govt. of India 
  5. Details of manufacturing process and flow sheet. 
  6. Industrial Project Report. 

Consent to Establish (CTE) and Consent to Operate CTO

  • Consent to Establish (CTE) is a document that is provided by an investor to the company which is establishing a new business unit. The purpose of this consent is to give approval for the establishment of the new business unit and also for its operation.
  • Consent to Operate (CTO) is also an important document which is required by an investor for operating his/her business units in India. This document gives approval from the investors to operate their business in India.

How to apply For Pollution Control Board certification

  1. The application should be in the format of a letter, which is sent to the Pollution Control Board.
  2. In addition, The applicant should mention the name, address and contact details of the organization and the person who will act as an agent in applying for certification from the Jammu and Kashmir Pollution Control Board (JKPCB).
  3. After that, The applicant should also mention all documents that are required to be submitted along with the application form. These include:
    1. Application Form filled in properly with all relevant information related to the organization or individual application
    2. Proof of registration with the Revenue Department (if applicable) and proof of tax exemption certificate if required by Jammu & Kashmir Pollution Control Board
    3. Proof of ownership (in case of NGO/Society/Trusts) or document showing that they have been given permission to carry out activities related to pollution control by a competent authority.
